Response to the DOH and NTF Statement on Child Vaccination dated February 3, 2022 and the Statement of Secretary Carlito Galvez, Jr. dated February 6, 2022

We, the undersigned concerned citizens and parents, express our deepest concern and strongest indignation in response to the DOH and NTF Statement on the Filing of Petition to Stop the COVID-19 Vaccination of Children Aged 5-11 dated February 3, 2022, and the announcement of Secretary Galvez that the vaccination rollout will proceed on February 7, 2022 notwithstanding the Extremely Urgent Petition for Certiorari, Prohibition, Declaratory Relief, and Injunction (With Application for Issuance of a Temporary Restraining Order and Writ of Preliminary Injunction) that has been filed by the Public Attorney’s Office with the Regional Trial Court of Quezon City.

We question the sincerity of the national government’s “steadfast … commitment to protect all sectors of society, which include children and other vulnerable groups.” We likewise question the truthfulness and veracity of the various claims that the DOH and NTF have made in their Statement and in various public fora.

The “vaccines” that will be injected into our children are not vaccines in the traditional sense of the word. These are experimental mRNA gene therapies that have not completed Stage III clinical trials and whose long-term effects are still unknown. This fact is expressly acknowledged in Section 2 (c) of Republic Act No. 11525.

It must also be pointed out that children aged 5-11 with no comorbidities are at the lowest risk of contracting severe or fatal COVID-19.

We earnestly urge the public, especially the parents or guardians of the 500,000 pre-registered children due for Covid mass vaccination, to assess the government’s pronouncements in the light of the data presented below.

DOH/NTF: “The policy on vaccinating children aged five to 11 is the result of careful study by health experts and has been approved in many countries, including the United States of America, which has one of the most stringent regulatory bodies in the world.”

What is this “careful study” that is being cited by the DOH/NTF?

If it is the US study on the Pfizer-BioNTech pediatric vaccine (the only pediatric vaccine authorized to be given to children of this age group in the Philippines), this study involved only 48 participants for Phase 1. Phase 2 of the clinical trials involved around 2,300 participants, with 750 receiving only a placebo. (https://bit.ly/USPfizer-BioNTech)

We challenge the DOH/NTF to reveal the names of their experts who have made their “careful study.” We also challenge the DOH to publicly disclose more comprehensive and longer-term data and studies that would justify the rollout of the COVID-19 vaccination of children aged 5-11. These studies should be made publicly available and open to scrutiny.

DOH/NTF: “And as we always emphasize, all FDA-approved COVID-19 vaccines have been proven to be safe and effective. Over 8.1 million have already been vaccinated worldwide, with no reports of deaths and serious adverse events among those vaccinated.”

Based on the WHO VigiAccess database, as of February 4, 2022, more than 3.1 million adverse events have been reported in relation to the COVID-19 vaccine. (www.vigiaccess.org, search words “COVID-19 vaccine”.)

In its Reports of Suspected Adverse Reaction to COVID-19 Vaccines for the period of March 1, 2021 to January 23, 2022 (hereinafter the “FDA January 23, 2022 report”), the Philippine Food and Drug Administration (FDA) documented 87,884 adverse reactions, of which 4,835 were serious, and 1,722 were fatal.

Based on the U.S. CDC’s VAERS data as of January 28, 2022, there have been 1,088,560 adverse events reported, inclusive of 23,149 deaths. (https://bit.ly/US_VAERSdata)

It must be noted that adverse events from drugs and vaccines tend to be underreported for various reasons: lack of information on the reporting system,  failure of patients to link adverse reactions and the “vaccines”, refusal of doctors to acknowledge any possible link between adverse reactions and the “vaccines”,  lack of empathy of doctors towards victims suffering from these adverse reactions, the reluctance of victims to draw attention to themselves, and their fear of perceived retaliation or reprisal from persons in authority.

DOH/NTF: “Moreover, it is worth noting that there have been no adverse events recorded among the over 9 million individuals from the 12 to 17 age group who have been vaccinated with at least one dose, since their vaccination rollout began in October of last year.”

 

The Philippine FDA January 23, 2022 report has documented 2,832 adverse events for children in the 12-17 age range and 3 adverse events for those below 12 years of age.

The incidence of adverse reactions among children is more fully documented abroad. According to the WHO VigiAccess database, as of February 4, 2022, there have been

62,263 adverse events reported for children ages 12-17 years,

  9,519 adverse events for children ages 2-11 years, and

  2,337 adverse events for children ages 0 days to 23 months.

They should not be dismissed as mere statistics or collateral damage.

DOH/NTF: “We would also like to point out that parental consent forms are required for all minors who will be vaccinated, and that extra measures have been taken to ensure their safety.”

What the DOH/NTF did not disclose is that on January 24, 2022, it issued Department Memorandum No. 2022-0041 (hereinafter “DOH Memorandum”), which lays out the interim guidelines for the administration of the Pfizer Cominarty COVID-19 vaccine to 5-11 year old children. This DOH memorandum effectively enables the State to substitute its will for that of the children’s parents or legal guardians in case they refuse to give consent, OR (not “and”) there are no persons that may legally exercise parental authority over the child. Annex A of the DOH Memorandum states:

“5. In case the parent/guardian refuses to give consent to the vaccination despite the desire and willingness of the minor child to have himself/herself vaccinated, or there are no persons that may legal exercise parental authority over the child, the State may act as parens patriae and give the necessary consent. Therefore, the proper officer representing the State as parens patriae may sign the consent form. In this regard, the DSWD or its city/municipal counterparts shall serve as the proper office who shall represent the State.” (emphasis supplied)

This overreaching by the DOH is expressly cited as one of the grounds for the filing of the Extremely Urgent Petition for Certiorari with application for issuance of TRO by the PAO. The DOH Memorandum drives a divisive wedge between children and their parents and supplants the ability of parents to act in the best interest of their children. The God-given task of rearing, nourishing, sustaining, and protecting children belongs to the parents, not to the State. The role of government as instituted by God is to punish evil and promote good. It does not include displacing and replacing the parents.

The DOH Memorandum also expressly violates the State’s Constitutional duty to “protect and strengthen the family as a basic autonomous social institution”, support “the natural and primary right and duty of parents in the rearing of the youth”, and “promote and protect” the “physical, moral, spiritual, intellectual, and social well-being” of the youth. (Art. II, Sec. 12-13, Philippine Constitution)

If the DOH and the NTF are so convinced of the wisdom of their policy of mass vaccinating the children against Covid-19, we challenge them and all those who will actually administer the vaccination program, to voluntarily, officially and publicly waive their immunity privilege under Section 8 of Republic Act No. 11525.

We earnestly urge the parents to carefully study the data above and to make a genuinely informed choice before expressing your “willingness and confidence” to have your children injected against the “deadly” COVID-19 virus. Your healthy children are hardly at risk for COVID-19. They can be protected by their high natural immunity and early treatment protocols for COVID-19. But there is no assurance that they can be protected from the adverse effects of the experimental mRNA gene therapies.

Every life is sacred and not just a mere number in a statistic. Precious human life, once lost, can never be recovered. Parents, please do not make a mistake that may haunt you for the rest of your lives.
