We Have The Right To Be Heard!

Last March 2, 2022, DOH Secretary Francisco Duque III said that the government is drawing up a “very comprehensive transition plan” to shift to the “new normal.” He said that this transition plan would be launched “as soon as all the inputs from the different sectors have been submitted.”

Article XIII, Sec. 16 of the Philippine Constitution gives us the right to “effective and reasonable participation at all levels of social, political, and economic decision-making” of government. Let us invoke and demand this right to be heard and to contribute to the proposed COVID19 transition plan.

‘We have prepared a template letter that you can customize and send to Secretary Duque, either in an individual or organizational capacity. We encourage you to send an e-copy via email, as well as a hard copy via personal delivery or special courier, with your personal hard copy to be stamped received by the DOH receiving office. That way you will have proof of receipt.

Under Section 5 (a) of Republic Act No. 6713 (the Code of Conduct and Ethical Standards for Public Officials and Employees), public officials are required by law to respond to our letter within 15 working days from receipt. Failure to do so opens them up to administrative liability.
